An example of when the idea was made by snowball to build the windmill. “Suddenly he lifted his leg, urinated over the plans, and walked out without uttering a word." This is based on the Russian revolution events when the Soviet Union undertook large modernization projects, Making new large factories and railways.

Napoleon’s reason against it was that he thought it was a waste of time and all time should be used for making food. Napoleon used a snowball as a scapegoat after his expulsion. After Napoleon left the animal farm, Napoleon took the idea of the windmill and his and blamed most if not all the bad things happening. This is shown when the windmill blows down Napoleon says SNOWBALL!" he suddenly roared in a voice of thunder. "Snowball has done this thing!” He blames the snowball for the windmill. He does this so that the animals turn on the snowball even more, making them have a high trust and feel that Napoleon is saving the animals from bad.
