HI. in the 2014 differentiation paper Q2 e) it is moving at 3cm/s but why in answers do they just multiply there answer by 3?

The ‘times 3’ at the end is for dy/dt which is ‘change in distance over change in time’ given in the question as 3 cm/s as you mentioned.
